主体功能区是国家“十一五”规划纲要及十七大报告提出的重大战略决策。主体功能区布局的战略构想,是全面落实科学发展观,合理利用资源、发挥区域优势、实现区域协调发展、可持续发展,构建社会主义和谐社会的重要举措。是促进城乡统筹发展,实现人口、经济、资源环境相协调的迫切要求。本文在宣城市各县市区基本情况调查的基础上,对七个县市区的功能进行了探讨划分,并提出了需要处理好的若干问题。
The main functional area is the national “Eleventh Five-Year Plan” and the 17th National Congress of the CPC made a major strategic decision. The strategic concept of the layout of the main functional zones is an important measure for the full implementation of the scientific concept of development, rational utilization of resources, development of regional advantages, coordinated development of the region, sustainable development and building a harmonious socialist society. It is an urgent requirement to promote the coordinated development of urban and rural areas and achieve the coordination of population, economy and resources and the environment. Based on the investigation of the basic conditions of all counties and cities in Xuancheng City, this paper explores the functions of seven counties in urban areas and puts forward some problems to be solved.
