经过多年的发展,我国的民航信息化建设取得了较大进展,信息系统应用水平也不断得到提高。但应该看到,我国民航信息化建设起步较晚,技术力量薄弱,资金投入不足,与发达国家的民航信息化发展水平相比,还存在相当大的差距。在民航信息化建设过程中,人才无疑是其中的关键因素,而且民航信息化人才队伍是推进民航信息化建设的重要内容。《中国民航“十一五”信息化发展规划》中也明确提出,在“十一五”期间要加强民航信息化人才培养,加强人才队伍建设。因此,加快实施信息化人才培养战略工程,对于打破民航信息化建设“瓶颈”状态,早日实现全行业的信息化,赶超世界先进水平,具有重大而深远的战略意义。
After years of development, great progress has been made in the construction of civil aviation informatization in our country, and the application level of information systems has been continuously improved. However, it should be noted that the construction of China’s civil aviation informationization started relatively late with weak technical strength and insufficient capital investment. Compared with the development level of civil aviation informatization in developed countries, there is still a considerable gap. In the process of civil aviation information construction, talent is undoubtedly one of the key factors, and civil aviation information personnel is an important part of promoting the civil aviation information construction. “China Civil Aviation” “Eleventh Five-Year” “Information Development Plan” also made it clear that in the “Eleventh Five-Year” period to strengthen civil aviation personnel training of information technology, and strengthen the building of qualified personnel. Therefore, accelerating the implementation of the information technology personnel training strategic project is of great and far-reaching strategic significance for breaking the status of “bottleneck” of civil aviation informationization and realizing the informationization of the entire industry as soon as possible and catching up with the advanced world level.
