国家战略层面下的中原经济区发展方略

当前国际金融危机尚未见底,新兴经济体正在崛起,世界经济已进入后危机时代。加强区域经济建设,已成为世界经济全球化和中国经济社会发展的必然选择。继国家实施西部大开发、振兴东北老工业基地以及中部崛起战略以来,长三角、珠三角、环渤海、东北、西部等地方区域发展规划已经上升为国家战略。区域经济发展势头强劲,沿海经济发达地区领先优势更加明显,西部地区大有后来居上的势头,以河南为主体的中部地区如何奋力追赶,成为影响我国整体经济格局的一个重大战略课题。河南省委省政府从解决河南经济社会发展的“四道难题”出发,从关乎中部崛起的战略出发,从统筹我国区域经济协调发展的大局出发,提出了“中原经济区”建设的宏大构想,这是转变经济发展方式的大视野、大思路,是贯彻落实科学发展观的大手笔、大智慧。尤为难得的是,9月5日、9月18日、9月19日,连续三场建设中原经济区的高层研讨会在北京召开,厉以宁、吴敬琏等组成的豪华专家阵容倾情河南,纵论中原发展,深情呼吁将中原经济区建设上升为国家战略,并列入国家“十二五”规划。“中原经济区”建设可谓正逢其时,顺乎民意。“中原兴则中部兴,中部兴则中国兴”。为把中原经济区建设研究引向深入,我们特设了本专栏,真诚地希望来自不同领域的专家学者就中原经济区建设展开热烈的研讨,为提升中原经济区综合竞争力,为提升中华民族的国家竞争力贡献我们的力量。 The current international financial crisis has not yet bottomed out, emerging economies are emerging and the world economy has entered a post-crisis era. Strengthening regional economic construction has become the inevitable choice for the world economic globalization and China's economic and social development. How to catch up with the central region, mainly in Henan, has become a major strategic issue affecting the overall economic structure of our country. Starting from solving the “four difficult problems” of Henan's economic and social development, Henan Provincial Party Committee and the provincial government set out from the overall strategic plan for the rise of Central China from the overall situation of coordinating the coordinated development of regional economy in China and proposed the construction of “Central Plains Economic Zone” This is a grand vision and a big train of thought for transforming the mode of economic development. It is a masterpiece of great wisdom in implementing the scientific concept of development.
