河南商丘地区人民医院的内部承包是在推行技术经济责任制、加强科室核算的基础上提出来的。提出后,有的说医院搞承包是胡来,就是想多弄钱,加重病人经济负担。有的说承包不错,承包能把医院搞活,承包越全面,越能加快医院发展的步伐。经过半年的酝酿讨论,终于在1987年6月出台。现将具体做法介绍如下,请研究指导。一、承包的内容1、实行五定一浮动。一定人员编制,二定医疗任务,三定医疗质量,四定上交收益指标,五定结余提成比例。一浮动是工资、奖金和各类津贴一起浮动,上不封顶,下不保底。2、划分归科室的收入有:检查费、治疗费、陪护费、接生费、手术费、出诊费、联医收入、节约提成、业余行医收入、优生优质优价服务费、新增服务项目收入、来院实习进修费。
