当前,国有企业面临的矛盾,需要解决的问题复杂繁多,如负债过重,企业社会负担沉重,产权机制不灵,内在动力与压力不足,企业体制、组织挂构、产品、产业结构不合理,内部管理水平低,以致于影响企业在市场上的竞争力。纵观种种问题,有外部的也有内部的,有客观的也有主观的,有当前的也有历史遗留下来的。当前深入探讨国企改革问题,强化资金管理实在必不可少。 人们已经认识到,要深化改革,必须减轻企业负担,但企业所背负的沉重负担——债务负担、冗员负担、退休全员负担和技术装备落后
At present, the contradictions faced by state-owned enterprises and the problems that need to be solved are complex, such as excessive debts, heavy corporate social burdens, weak property rights mechanisms, insufficient internal motivation and pressure, and irrational corporate systems, organizational structures, products, and industrial structures. The level of internal management is so low that it affects the competitiveness of companies in the market. The current in-depth discussion of state-owned enterprise reform issues and the strengthening of fund management are indispensable.
