虽然世界各国高等教育宏观管理体制类型可以从不同的角度进行勾画，但在一国的形成却有其故有的矛盾和规律。本文通过比较研究认为，政府效用、市场机制和文化传统是影响高等教育宏观管理体制形成的三个重要变量，深刻揭示这三个变量的内涵与作用，对指导高教管理体制改革具有重要的理论和现实意义。
