随着硫酸泼熊、虐猫和火烧流浪狗等事件的发生,社会公众对动物保护的关注度有所上升,动物福利的概念也逐渐为公众所知晓。很多国家已建立了关于动物福利的法律制度,相对而言,我国在动物福利立法方面有待完善。动物福利立法的宗旨应为追求人与自然的和谐,同时在内容上应扩大动物保护的范围,完善相配套的法律法规。加强动物福利立法有利于构建社会主义和谐社会,也有利于促进生态文明和法治进步。
With the occurrence of splashed bears of sulfuric acid, cat abuse and stray dogs, public awareness of animal protection has risen and the concept of animal welfare has gradually become known to the public. Many countries have established a legal system on animal welfare. Relatively speaking, our country needs to improve animal welfare legislation. The purpose of the animal welfare legislation should be to pursue the harmony between man and nature, and at the same time, we should expand the scope of animal protection and improve the laws and regulations that support it. Strengthening animal welfare legislation is conducive to building a socialist harmonious society, but also conducive to promoting ecological civilization and progress of the rule of law.
