清康熙时期,由于人口的快速增长、农业生产的区域化等因素的影响,粮食价格逐步上涨,粮食供给渐趋紧张。为了平抑粮价、保障供给,康熙时期通过准确掌握各地粮食价格和盈亏情况,从粮食生产、流通、消费等方面采取了一系列措施,对当时和后世产生了重要影响。这些措施之所以行之有效,与统治者的行政能力和中央政府对地方较强的调控能力密切相关。
During the period of the Qing Emperor Kangxi, food prices gradually rose due to the rapid population growth and the regionalization of agricultural production. As a result, the food supply became increasingly tense. In order to stabilize the grain prices and ensure the supply, during the Kangxi period, by accurately grasping the grain prices and the profits and losses in different areas, a series of measures were taken from grain production, circulation and consumption, which had an important impact on the present and future generations. The effectiveness of these measures is closely linked to the rulers’ ability to govern and to the central government’s strong regulatory capacity.
