In the practice of villager autonomy and democratic governance, profound changes have taken place in the ideological understanding and working methods of rural cadres at the level of Tuoitou in Fengxin County, Jiangxi Province. The township government focused on creating a favorable environment for village self-governance and also empowered the village; while the village cadres shifted from the past eyes to the eyes downward. The township government should withdraw from the mode of management and turn to the role of guidance and supervision.
