对于桦川这样一个国家级贫困县来说,农村社会公共服务资源始终处于不足甚至严重稀缺的状态。针对部分乡村干部反映的“农民在办理粮补、低保、农保等涉农事项时,要多次往返县、乡,办事的周期长、成本高、意见大”等实际问题,从加强农村社会管理、促进农村改革发展的实际出发,我们积极探索建立“乡镇社会事业公共服务中心”(以下简称“服务中心”)来解决农村社会公共服务资源不足的问题。
