与地方竞争性采购评标方法相比,装备采购实施竞争性采购招标影响因素多,指标定量程度低,应用现有的评标方法难以选出客观、合理的中标方案。通过对现有评标方法进行对比分析,提出采用逼近理想解排序法(Technique for Order Preference by Similarity to an Ideal Solution,TOPSIS)解决装备采购竞争性招标问题,构建了装备采购评标模型,并采用最低投标判法、模糊综合评价法、多层次灰色评价法和TOPSIS法分别对竞争性采购项目评标实例进行了评估,验证了TOPSIS方法评标的可行性。
Compared with the competitive bidding method of local competitive bidding, there are many influencing factors in competitive bidding of equipment procurement and the quantitative index is low. It is difficult to choose the objective and reasonable bidding scheme by using the existing bid evaluation method. Through the comparative analysis of the existing bid evaluation methods, this paper proposes to solve the competitive bidding problem of equipment procurement by adopting the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), and builds a bid evaluation model of equipment procurement and adopts The minimum bidding method, the fuzzy comprehensive evaluation method, the multi-level gray evaluation method and the TOPSIS method were respectively used to evaluate the bid evaluation examples of competitive procurement projects. The feasibility of TOPSIS method evaluation was verified.
