《中华人民共和国政府信息公开条例》自2008年5月1日起施行,强调的依申请公开提供哪些受理渠道,最终受理状况如何,我国政府网站“依申请公开”是否具有可用性,这些成为政府工作和研究者的重要议题。笔者于2011~2016年针对我国30个省(自治区、直辖市)环保部门网站“依申请公开”状况开展三次追踪调查,并将调查数据进行横向和纵向比较。本文试图从用户体验的视角分析我国政府网站“依申请公开”服务项目的现状,力求分析政府信息公开的现状及存在的问题,并提出改进措施。
The “Regulations of the People’s Republic of China on Government Information Disclosure” came into force on May 1, 2008, highlighting what forms of admissibility channels are openly provided on the basis of the applications, and the final acceptance status is whether the availability of government websites in China “on application openness” becomes Important topics for government work and researchers. From 2011 to 2016, the author conducted three follow-up surveys on the websites of the environmental protection departments of the 30 provinces (autonomous regions and municipalities directly under the Central Government) in China according to the status of “application openness”, and conducted horizontal and vertical comparison of the survey data. This article attempts to analyze the status quo of our government website “open service by application ” from the perspective of user experience and try our best to analyze the status quo and existing problems of government information disclosure and put forward improvement measures.
