美国国会于1917年颁布的“斯密斯—休斯法”是美国职业教育发展史上具有重大意义的教育法令。该法案规定美国国会授权联邦政府为发展各州的中等职业技术教育,满足14岁以上的学习者接受职业技术教育的需求,向各州提供年度拨款。“斯密斯—休斯法”的颁布实施,奠定了美国发展中等职业技术教育的法律基础和可靠的资金保障,为美国中等职业技术教育的发展输送了大批的师资和管理人才,对一战后美国经济的腾飞和社会的变革产生了极其重大的影响。我国职业技术教育改革应借鉴美国利用立法发展职业技术教育的经验,大力改进我国的职业教育立法工作,不断促进我国职业技术教育的可持续发展。
The “Smith-Hughes Act” promulgated by the US Congress in 1917 is a decree of education of great significance in the history of the development of vocational education in the United States. The act requires the U.S. Congress to authorize the federal government to provide annual appropriations to all the states in order to develop secondary vocational and technical education in all states and to meet the needs of learners aged 14 and over who receive vocational and technical education. The promulgation and implementation of “Smith-Hughes Law” laid the legal foundation and reliable financial guarantee for the development of secondary vocational and technical education in the United States, and provided a large number of teachers and management personnel for the development of secondary vocational and technical education in the United States. The post-war U.S. economic take-off and social changes have had an extremely significant impact. The reform of vocational and technical education in our country should learn from the experience of the United States in using legislation to develop vocational and technical education, vigorously improve the legislation of vocational education in our country and constantly promote the sustainable development of vocational and technical education in our country.
