在鲁布革的冲击下,我们铁道部第十一工程局于1987年下半年开始推行项目法施工,目前全局56个工点,有36个实行项目法,占64%。推行项目法施工,使企业管理的重心向项目倾斜,生产要素在项目上得到优化组合,管理水平和经济效益不断提高,在许多项目工点上显示出勃勃生机。然而,也有一些项目工点,出现了忽视队伍建设,不注重设备管理,乱发钱物的现象。于是,一些同志认为,项目法施工必然导致短期行为,不能再搞下去了。有的主张“回归”,
