文章提出了科技学术期刊稿流的系统特征及其参数指标的概念,验证了期刊稿流到达的简单流特性、时间间隔的负指数分布、稿流在系统内停留时间的数学期望、状态概率和刊出时滞的偏态分布,并运用随机服务系统理论及其标准模型,对期刊的稿流概率密度和时间概率密度分布规律进行了分析研究,在此基础上给出稿流系统各项指标计算的若干重要关系式.深入研究稿流问题,对期刊编辑部各项流程的改革、编辑部编辑行为和作者投稿行为的调整以及期刊评价的新的方法体系的形成,均具有实用价值和指导意义.
