救助安置受艾滋病影响儿童“河南模式”作为特殊儿童群体的一种福利救助政策,已然并将继续发挥其制度性的功能和效用。本文从制度社会学的视角出发,以制度场理论为分析基础,对这种救助政策中的规则界定,强制度、弱制度的嵌入性,以及制度中的个人、组织和政府形成的作用场,通过福利、意义和组织三个层面实现建构社会的作用等方面进行初步探讨,希望提出一个解读和完善救助安置受艾滋病影响儿童“河南模式”的新路径,并试图从广度和深度上引发更多学者对儿童福利制度的关注和思考。
Rescue and Relief Children Affected by AIDS The “Henan Model”, as a kind of welfare aid policy for special children groups, has already and will continue to exert its institutional functions and effectiveness. This article from the perspective of institutional sociology, based on the theory of institutional field, defines the rules of this aid policy, the strongness, the embeddedness of the weak system, as well as the role of the formation of individuals, organizations and government in the system, Through the three aspects of welfare, significance and organization, the author tries to make a preliminary study on the role of constructing society, and hopes to propose a new way to interpret and improve the aid and placement of AIDS-affected children in “Henan Model” and try to trigger from breadth and depth More Scholars’ Concern and Thinking about Children Welfare System.
