从权力出发,介绍权限到权限规范发展到再权限规范体系的横向发展脉络,同时权限思想又是一个历史的动态的发展历程,把握其纵向的发展趋势。掌握权限规范的历史演变过程,对于更好的理解公权力及公权力的限度范围有着十分重要的意义。同时,对于我国正在建设法治国家的路径中,理解权限规范的来源、发展、演变,可以更好的使公权力沿着规范的轨道行进,规制公权力的过度膨胀,将公权力装进制度的笼子。
