推动职业教育快速健康发展,是深入推进教育供给侧结构性改革、完善现代国民教育体系的重要内容。近年来,尽管我国职业教育取得了长足发展,但在教学的制度、内容、方式以及质量监督等方面都难以适应经济社会发展和人民群众的需求,特别是职业教育缺乏特色和相应的规模门槛,直接影响到教育水平和教育质量的提升。本文通过对青岛西海岸职教集团典型案例的剖析,总结梳理了促进职业教育在集团化办学、股份制建院、创新订单培养模式、拓展校企合作模式等方面的经验做法,面临的发展瓶颈和体制机制障碍;并在此基础上提出了推动职业教育快速健康发展的基本思路,以及深化职教事业单位改革、推动职教集团化发展,统筹整合区域内教育培训资源、创新职业培训路径,强化政府服务与监管责任、引导职教健康发展,借鉴职教改革成功经验、适时推进高中和大学教育多样化发展等具体对策建议。

On the basis of this, it puts forward some basic ideas to promote the rapid and healthy development of vocational education. It also deepens the reform of vocational education institutions, promotes the development of vocational education, integrates the education and training resources in the region, innovates the vocational training path and strengthens the government Service and regulatory responsibilities, guide the healthy development of vocational education, learn from the successful experience of vocational education reform, and promote the diversified development of high schools and universities in a timely manner.
