编辑同志: 农村卫生所在新形势下如何办的问题,贵刊专门进行了讨论。最近,我收到一些乡村医生来信,反映他们那里把村卫生所当成副业办,规定一年内村卫生所要向行政村(队)上缴一定数量的利润,这样做不利于卫生事业的发展。村卫生所应该不应该上缴利润?我想谈点个人看法。我认为村卫生所不属于企业单位,不应该规定上缴利润。个别地区规定乡村医生向行政村(队)上缴利润的做法是不妥的,其理由是:(1)村卫生所的性质所决定。农村卫生所不管采取哪种办医形式,实行什么样的医疗制度,都属于村民委员会的集体福利事业单位,它的发展和巩固离不开村民委员会的领导和

Recently, I have received letters from some rural doctors, reflecting that they regard the village clinic as a sub-departmental office and require the village clinic to pay a certain amount of profit to the administrative village (team) within one year. This is not conducive to the development of the health industry. Should the village clinics not pay profits? I would like to talk about personal opinions. I believe that the village clinic does not belong to a business unit and should not require the payment of profits. It is inappropriate to provide village doctors with profits to administrative villages (teams) in individual regions. The reasons are: (1) The nature of the village health office is determined. The rural health center, regardless of the type of medical treatment it takes and what kind of medical system it implements, belongs to the collective welfare institution of the villagers’ committee.
