It stems from the background of the dramatic change in Eastern Europe and the protection of the rights of ethnic minorities on the importance of stability, democracy, security and peace in the European continent. On the basis of the European Convention on Human Rights, it not only explicitly gives and recognizes the broad rights that “persons belonging to ethnic minorities” should enjoy, but also stipulates that the State party is restricting acts of the State which may cause damage to the interests of ethnic minorities by adopting Active Measures to Improve the Status of Ethnic Minorities and to Protect and Develop the National Obligation in Protecting and Developing the Rights of “Those Belonging to National Minorities”: Their status and role are very important and have the value of research and reference
