企业进行自费工资改革,对完善企业内部经济责任制,提高经济效益起到了一定的作用。但是,当前也反映出一些问题,突出的是有相当部分的企业领导干部在套级、浮动升级、奖励升级和实行职务津贴等方面,连升几级,增加工资过多,引起群众强烈不满。对此,省委、省政府多次研究,并在《关于纠正新的不正之风中几个政策问题的通知》(即川委发[1985]20号文件)中明确规定:“企业领导干部套级、浮动升级以及实行职务补贴等,要按干部管理权限报经批准,已自行改革的要重新报批。”但迄今仍有部分企业既不纠正。也不按规定报批。
