自党中央、国务院作出开发开放浦东,把上海建设成为国际经济、金融、贸易中心之一的战略决定后,上海正以前所未有的速度加紧建设,其中开发区和工业区(以下统称开发区)的建设尤为令人瞩目。至今已有国家级和市级各类开发区14个,还有一些区县级开发区。在这些开发区中,仅国家级和市级开发区的规划开发面积就达163.44平方公里,已经开发面积59.12平方公里。大量的项目投入和资金涌进构成了热点,成为上海市经济稳步、快速发展的强点。
