新海27块1992年投入开发,1994年2月日产油量最高达到366吨,1996年7月开始原油产量递减逐渐。自2002年开始进入低速低效的开发模式,几乎已经临近废弃状态。2004年,优先部署实施第一口水平井---海平1井,该井水平井段长431.7米,所有发育油层全部钻遇。该井投产初期实现了日产油量17.09吨,是同地域老井产量的10倍。2005年,成功实施了海平3井,水平井段长度达到316.1米,钻遇98%的发育油层。投产初期实现了日产油量40.2吨,是同地域老井的24倍。通过先导性试验水平井的成功实施的经验,2007年水平井的二次开发在新海27块全面推广实施。
