我省一九五四年曾有四十四个县市发生松毛虫,使大片松林遭受灾害,有的甚至枯死,严重的影响了国家经济建设用材的供应,同时影响了农业生产,及羣众身体健康与家畜安全。当时许多专、县都作了布置,结合农林生产,及时开展了防治,获得一定成就。但有些地区防治不够,以致过冬松毛虫依然严重,据最近在东安第八区新皮町乡调查的过冬幼虫,每树平均有五十至八十多绦虫的占很大比重。常宁七区鹅坪乡,每树平均有虫达一二五条,最多的有三四八条。冰冻后,又在长沙市岳麓山检查,在松针及树皮里过冬的幼虫很少死亡。根据以往情况,在去年左右生的松树,每树过冬幼虫约有五十条左右即能造成灾害。现在虫害活动季节即将来到,为了保护现有松林资源,贯彻「防重于治」「早期治」「普遍治」「连续治」的方针,在过去发生松毛虫的地区,要抓紧有利时机,采取有效措施,结合农村中心工作,积极进行防治。今提出下列意见,希根据当地情况,参照执行。
