背景资料:天津市儿童福利院始建于1882年(清光绪八年),至今已有一百多年的历史,1960年正式定名为天津市儿童福利院。上世纪九十年代以来病残弃婴收养数量逐年增加。尤其近三年,年均新接收弃婴170～180名左右,新入院儿童大多数为婴幼儿,目前共收养孤儿、弃婴700多名。其中病残儿童多年来始终占儿童总数的96%以上。由于儿童年龄跨度大、来源背景复杂、残疾病种多样,使养护、教育、康复、治疗的工作难度大幅度上升,对工作提出了严峻的考验,对于规范管理、提高效率、优化程序、机构建设提出了更新的要求。
