管好用好国债资金加快灌区节水改造——商丘市利用国债资金建设三义寨引黄灌区节水改造工程综述

三义寨引黄灌区是全省大型灌区之一,跨越商丘、开封两市,灌区设计灌溉范围包括商丘的民权县、宁陵县、梁园区、睢阳区、虞城县、柘城县、夏邑县和开封的兰考、杞县10个县、区,设计灌溉面积22.3万hm~2,其中商丘市设计灌溉面积16.5万hm~2,是全省的粮、棉、油重要生产基地。三义寨引黄灌区经过多年的建设和运行,在农业生产和农村经济的发展中发挥了巨大作用。由于建设资金缺口较大,灌区工程配套不健全,灌区效益得不到充分发挥。商丘市紧紧抓住国家投入国债资金进行灌区节水改造工程建设的大好机 Sanyi Village Yellow River Irrigation District is one of the province’s large-scale irrigation areas, across Shangqiu, Kaifeng, the two irrigation districts, irrigation areas, including the design of Shangqiu civil rights counties, Ningling County, Liangyuan District, Shenyang City, Yucheng County, Xiayi county and 10 counties and districts of Lankao and Qi county in Kaifeng. The designed irrigated area is 223,000 hm ~ 2, of which the designed irrigated area is 165,000 hm ~ 2, which is an important production base of grain, cotton and oil in the province. After years of construction and operation, Sanyi Village Yellow River Irrigation District has played a great role in the development of agricultural production and rural economy. Due to the large construction fund gap and inadequate irrigation facilities, the efficiency of irrigated areas can not be fully realized.
