1990年8月,沂沭河的暴雨洪水造成“小洪水、高水位、大抗洪”究其原因,主要有:①挡潮坝未能在洪水上滩前拆除,待洪水上滩后拆除困难。去年行洪时,4.5公里长的挡潮坝只炸除几处,总长约70米,严重阻水;②挡潮坝以下到海口3~5公里处,平均河宽3.1公里,近2万亩滩地芦苇丛生,阻水严重;③海口淤积严重,新沂河的五道泓子严重淤塞,挡潮坝以下的滩地平均淤高约0.9米;④行洪时正值大潮(1990年8月7日燕尾港潮位3.21米),河水入海被顶托。新沂河挡潮坝的设计水位6000立方米每秒时为4.7米,堤顶高程7.7米,去年行洪4890立方米每秒时水位高达5.86米,距堤顶只有1.84米。如遇10级大风,风浪高达2.3米,行洪6000
