与发达国家相比,我国电信业的市场化进程具有明显的差异性。由于市场发育程度和产业形态演进等主要背景与西方迥异,中国电信业在向市场化演进中,将构造出自身特有的模式。中国国有电信公司的改造一方面不能以非国有化为标准,另一方面,仍需在相当时间内凭借政府与市场的双重手段,对资源进行配置和监管。中国消费者特有的消费行为,是电信业基本用户超高速发展的重要原因,由此,使未来中国电信业新增服务拥有良好的市场空间。
Compared with developed countries, the marketization of China’s telecom industry has obvious differences. Due to the fact that the main backgrounds of market development and industrial pattern evolution are very different from those in the West, China’s telecom industry will have its own peculiar pattern in its evolution toward marketization. On the one hand, the transformation of China’s state-owned telecommunications companies can not be standardized on the basis of non-nationalization; on the other hand, it still needs to allocate and supervise resources by virtue of the dual means of the government and the market within a considerable period of time. The unique consumer behavior of Chinese consumers is an important reason for the ultra-rapid development of basic subscribers in the telecom industry. As a result, the new services in the telecommunications industry in the future will have a good market space.
