人类社会进入信息时代,在这样的背景下传统的政府管理理念及模式不断发生着新的变化。适应新形势的需要,我国逐渐建立起电子政务体系,而“网络发言人”正是电子政务发展的一个必然要求。在改革开放和发展社会主义市场经济的条件下,迫切需要加快政府改革,转变政府职能,不断提高为人民服务的水平。正是这种新的要求使我国的政府改革最终选择了服务型政府,而信息时代,电子政府是服务型政府的最好工作方式,“网络发言人”制度是电子政府发展的必然结果。适应新环境的需要,政府发言人的角色从现实走进虚拟,这是现实的选择。为使“网络发言人”的角色健康发展,必须加强制度建设,用制度明确其合法的身份,使网络发言人的角色更稳定;确定网络发言人的工作程序,明确其职能是强调终极答复而非中间转告;建立科学的评价体系;加强网络发言人队伍的人才培养,使网络发言人成为现代政府的服务方式之一。
Human society has entered the information age. Under this background, traditional government management concepts and models are constantly undergoing new changes. To meet the needs of the new situation, China gradually established an e-government system, and “network spokesman ” is an inevitable requirement for the development of e-government. Under the conditions of reform and opening up and the development of a socialist market economy, there is an urgent need to speed up government reform, transform government functions and constantly improve the level of service to the people. It is precisely this new demand that makes the government reform in our country finally choose a service-oriented government. In the information age, e-government is the best way for service-oriented government. “Network spokesman ” system is the inevitable result of the development of e-government . Adapting to the needs of the new environment, the role of government spokesman from reality to reality is a realistic option. In order to make “network spokesman ” the healthy development of the role, we must strengthen the system construction, with the system to clarify its legal identity, so that the role of network spokesman more stable; network spokesman to determine the working procedures, to clarify its function is to emphasize the ultimate Reply instead of intervening reports; establish a scientific evaluation system; and strengthen personnel training of network spokesman teams, making network spokespersons one of the service modes of modern government.
