建设工程造价是指建设某项工程所需花费的全部费用,一般包括建筑安装工程费用、设备、工器具费用以及工程建设所需的其他费用。工程造价按工程建设先后各阶段可分为投资估算、设计概算、设计预算、承包合同价和工程结算款等。所谓工程造价控制就是在工程建设的各个阶段把工程造价的发生控制在批准的造价限额以内,随时纠正发生的偏差,以合理使用人力、物力、财力,保证项目管理目标的实现并取得较好的投资效益和社会效益。对工程造价进行有效控制是建设管理工作的重要组成部分,应贯穿于整个工程建设的全过程,并重点突出。
