自农村根据地开辟以来,粮食问题始终是中国共产党的关注对象和工作重心之一。为了解决好粮食问题,各苏区先后成立了粮食部,尤其1931年中华苏维埃共和国政权成立之后,各苏区又成立了以乡为单位的粮食合作社,以省、县、乡为单位的粮食调剂局。第五次“反围剿”期间,国民党实行总体战,对苏区实行严密封锁,而红军扩兵迅猛,这些因素原本可能导致粮食危机,然而结果却没有出现。所以如此,固然与苏区先前已有一定准备使得粮食储备较为丰厚有关,但其中担任粮食部长的陈潭秋也功莫大焉。
