新时期，我国县域经济发展面临结构调整转型压力、城镇化发展滞后、资源环境约束较强、投融资机制不完善等诸多挑战，同时，也蕴含着巨大变革和创新活力。为促进县域经济健康发展，迫切需要健全质量更高、结构更优的县域产业体系，促进发展方式真正从规模速度型的粗放增长转向质量效率型的集约增长；加快推动县域新型城镇化建设，促进人口城镇化、产业城镇化和空间城镇化协调发展；促进县域经济绿色转型，形成节约能源资源、保护生态环境的产业结构、增长方式和消费模式；创新公私合作的县域投融资模式，建立社会资本的稳定投入机制；依托城市群和都市圈推动县域协同发展，在更大范围内进行资源配置；充分释放县域改革红利，激发经济发展的活力。","In the new period,the development of county economy of our country is facing many cha-llenges such as structural adjustment transformation pressure,lag of urbanization development,that the resources and environment constraints is stronger,the investment and financing mechanism is im-perfect and many other challenges. At the same time,it also contains a huge change and innovation vitality. In order to promote the healthy development of county economy,it needs an urgent improve-ment of the regional industrial system with higher quality and better structure,and to promote the de-velopment mode transform from the real scale speed type of extensive growth to quality efficiency mod-el of intensive growth,and to promote new urbanization construction of county,and to promote coordi-nated development of urbanization,population urbanizationand industry space urbanization,and to promote the green transformation of county economy to form the industrial structure,growth mode and consumption pattes of saving energy resources and protecting the ecological environment,and to in-novative public-private partnerships county investment and financing mode to establish a stable invest-ment mechanism of social capital,and to promote the coordinated development of the county relying on urban agglomeration and city circle and to allocation of resources within the broader and to fully re-lease the county reform dividends and to stimulate the vitality of economic development.
