《档案馆工作通则》是规范我国档案馆事业建设与发展的一个重要行政规章。现行的《档案馆工作通则》经过二十多年的实践,其中的一些内容规定都已同变化了的环境条件和时代发展需要不相适应,甚至对档案馆事业的发展产生了一定的阻碍作用。本文根据我国档案馆事业发展的客观需要,依据国家的有关新政策、新规定,对现行的《档案馆工作通则》修订所应遵循的主要指导思想、原则提出了一些建设性意见,同时对该文件条文的修改也提出了比较具体的修改建议。
The General Rules of Archives Work is an important administrative regulation that regulates the construction and development of the cause of our archives. After more than two decades of practice, the current “General Rules for the Work of Archives”, some of which have been incompatible with changing environmental conditions and the needs of the development of the times, have even hindered the development of the cause of archives . According to the objective needs of the development of China’s archives, according to the relevant new policies and regulations of the state, some constructive suggestions are put forward on the main guiding principles and principles that should be followed in the current revision of the General Rules of Archives work.
