土地批租制、地方政府利益推动、住房保障政策模糊等是造成我国目前高房价的深层原因。住房消费政策调整的基本思路:建立起适合我国发展阶段和居民收入水平的住房供应体系和住房需求体系,一方面要建立以租售并存为特征的住房供应体系,取消经济适用房及两限房,建立以政府廉租房为主体只租不售的住房保障体系(政府要扩大租房比重,使占城市居民30%的中低收入户能租到低价房);改革土地批租制,并通过加大打击哄抬房价行为等相关措施,建立起价格合理的让中高收入者买得起房的商品房市场供应体系。另一方面,要调整全民买房政策导向,鼓励租房,引导居民合理消费,形成租房与买房并存的住房需求体系。
