:世纪之交 ,党中央明确提出了实施西部大开发的战略 ,并提出“优先安排基础设施和资源开发项目” ,为加快发展西藏旅游业创造外部条件 ,而且西藏旅游具有得天独厚的资源优势 ,所以抓住历史机遇 ,适度超前发展西藏旅游业 ,并使之成为西部大开发的战略中自治区优先重点开发的产业之一和新的经济增长点 ,成为振兴西藏经济的龙头产业 ,从而带动第三产业的全面发展。为了促进西藏旅游业国民持续、健康、快速、协调发展本文提出一些建议供参考 : At the turn of the century, the CPC Central Committee has clearly put forward the strategy of implementing the large-scale development of the western region and put forward the project of “prioritizing infrastructure and resource development” and creating the external conditions for accelerating the development of Tibet’s tourism industry. In order to promote the sustained, healthy, rapid and coordinated development of tourism in Tibet, this article put forward some suggestions for reference
