2014年“4.11”兰州市饮用水苯含量严重超标事件和“3.6”水异味事件受到了社会的强烈关注,导致了居民的短期饮水恐慌,引发了瓶装水市场的供不应求。本文基于水患事件,结合当前节水型社会建设的契机,以兰州市为例阐述了节水型社会建设的制度体系,通过调研明确了目前存在的问题,并为进一步建设节水型城市提供了思路。
