由于包装材料使用寿命短并且使用量大废弃后难以降解,使得固体废弃物量大并难以集中处理。因此会对环境和生态造成巨大影响。权威统计数据表明,仅仅2005年,我国包装废弃物总量已经达1500万吨,还在以每年11.5%以上的速度增加,然而我国每年生产的包装制品回收量还不到总量的15%,让很多可以回收利用的物料白白浪费了并造成环境的污染。目前发达国家对这方面的回收处理已经引起重视,出台了很多相关的法律法规。目前在我国,仍然缺乏相关的法律制度,由于包装业的快速发展,包装废弃物的立法形势日益严峻,建立完善的立法制度迫在眉睫。

Due to the rapid development of the packaging industry, the legislative situation of packaging waste is becoming more and more serious. It is imperative to establish a sound legislative system.
