Helsinki has seen considerable growth in underground construction over the past 10 years. In 1989, the city had developed 4.5 million m3 of underground space. In the 1980s, the average annual underground construction rate was about 300,000 m3. To encourage the planned development and use of underground space, the city has incorporated underground development into its urban planning system. This article also describes a high-level geotechnical engineering and map information system currently used for development and development planning under the Helsinki site.
