干部监督工作,是整个干部工作的重要环节,是党的建设的重要组成部分,是按照“三个代表”的要求,建设高素质干部队伍的迫切需要。近年来,我省各级党委和组织部门按照中央和省委的要求,在推进干部人事制度改革、完善干部选拔任用制度、加强干部监督等方面做了大量工作,取得了一定的成效。特别是在规范领导干部行为方面制定了一些制度,对领导干部的监督不断加强;积极推行领导干部任前公示制、公开选拔领导干部和党政机关中层干部竞争上岗,干部工作的民主化程度不断提高,干部制度改革的力度不断加大;全面贯彻落实《党政领导干部选拔任用工作暂行条例》,较好地防止和纠正了用人上的失误和不正之风,等等。但是,干部监督工作的效果与从严治党的要求相比,与全面准确地贯彻执行党的干部路线、方针、政策的要求相比,与人民群众的期望相比,还有一定差距,存在的有些问题还比较突出。譬如,对领导干部特别是主要领导干部的监督,仍然是一个薄弱环节,还没有形成一套有效的监督管理制度。特别是对一些地方和部门的主要领导干部监督乏力,少数领导干部违法违纪、以权谋私的现象屡禁不止,仅1998年,全省就有30名县处级以上干部受到查处。在《党政领导干部选拔任用工 The work of supervising cadres is an important part of the work of the entire cadre, an important part of party building, and an urgent need of building a contingent of highly qualified cadres in accordance with the requirements of “three represents ”.
