党的十二次代表大会之后,中央非常重视人才的培养。明确指出二十年打基础、作准备,人才的准备是核心的问题,要加快发展高等教育。在加速发展高等教育时,又指出必须遵循的原则:既要千方百计地克服困难,加速发展,又要注意实际可能,使招生规模持续上升,避免大起大落,要贯彻“两条腿走路”的方针,采取多种办学形式,调动各方面办学的积极性;要调整、改革高等教育的内部结构,增加专科和短线专业的比重;要注意抓紧重点学科、专业和学校的建设,既要发展数量,更要提高教育质量和学科水平。这些规定是历史经验的总结,也是自觉掌握教育工作规律
