动物源性食品质量安全问题是严重影响社会公共卫生安全的因素之一,与畜产品安全问题密切相关,这主要是三个因素产生的结果:动物疫病;药物和激素残留;加工过程中的非法加工病害动物、细菌污染和非法使用添加剂。全世界都是由兽医负责畜产品安全控制的,我国由动物卫生监督机构控制畜产品安全,不仅符合国际惯例,而且从动物卫生监督机构的工作情况及根据其职能职责的相关规定,动物卫生监督机构是我国唯一能承担和具有相应执法能力的机构。如何发挥动物卫生监督机构在动物源性食品安全工作中防火墙的作用,是食品安全这一公共卫生管理工作中值得研究的关键环节。
