省政府同意省劳动厅《关于转换经营机制试点企业实行全员劳动合同制若干问题的意见》,现转发给你们,请结合实际贯彻执行。实行全员合同制是劳动制度的重大改革,是转换企业经营机制的突破口。各级政府要加强领导。劳动、体改,经委、工交财贸政治部等有关部门要密切配合,做好工作.改革中一定要注意维护工人阶级主人翁地位,充分调动职工的生产积极性和主动性。在实行全员劳动合同制的同时,要搞好劳动人事、工资分配、保险福利制度的综合配套改革,做好待业人员的再就业工作。各地在执行中的情况和问题,请径告省劳动厅.
The provincial government agrees with the Opinions of the Provincial Department of Labor on “Several Issues Concerning the Implementation of a Full-scope Labor Contract System for Pilot Enterprises in Changing Operation Mechanism” and forwards them to you. Please implement it in light of the actual situation. The implementation of a full-member contract system is a major reform of the labor system and a breakthrough in transforming the operating mechanism of enterprises. Governments at all levels should strengthen leadership. Labor, physical reform, Economic Commission and the relevant departments of the Trade and Industry Department of the State Council for Trade and Industry should work closely with each other and do a good job in the reform. We must pay attention to safeguarding the masters position of the working class and fully mobilizing the enthusiasm and initiative of the staff and workers in the reform. While implementing the full-time labor contract system, we must do a good job in the comprehensive reform of labor and personnel, wage distribution and the insurance and welfare system, and do a good job of reemployment of unemployed people.
