本文结合天津市特别是天津市东丽区连续四年开展“上水平”专项帮扶活动的实际,分四个部分论述了东丽区开展“上水平”专项帮扶活动的基本情况、主要做法、取得的成效、几点体会。在主要做法部分,详细论述“周密安排健全帮扶活动体系、分类帮扶确保帮扶准确到位、明确分工逐级落实职责任务、自加压力巩固扩大活动成果”四项主要措施。在取得的成效部分,详细论述“促进了经济平稳较快发展、增强了可持续发展的动力、维护了社会和谐稳定、树立了服务型政府良好形象”四个方面的具体成效。在体会部分,详细论述“加强组织领导是专题活动取得成效的前提、强化信息宣传是专题活动取得成效的基础、加大帮扶力度是专题活动取得成效的关键、健全长效机制是专题活动取得成效的根本”四点活动体会和收获。
