通过对桂林地区社会弱势群体公共体育服务现状的实地考察后,分析认为:欠发达地区社会弱势群体的体育需求比较贫乏;体育协会会员、体育指导员缺少对周围弱势群体的体育宣传与指导;当地体育协会会员、体育指导员的体育意识仅局限于为有共同体育兴趣爱好的群众创建一个交流平台;在体育资金的投入、使用,体育设施的利用,及公共体育服务相关人员的服务对象上,欠发达地区社会弱势群体基本上被排除在外;欠发达地区公共体育信息服务发展相当落后;从政府体育活动指导性文件层面上看,公共体育服务非均等化问题比较突出;欠发达地区体育监督反馈与评估系统几乎不存在。基于此,作者提出:在相关政策、法规和规划文件中对弱势群体公共体育服务应予以保障;加强非政府组织(社团)对社会弱势群体公共体育服务发展的关注;建立欠发达地区社会弱势群体主体参与的监督和反馈组织机构;加强欠发达地区体育职能部门与社区组织的联系力度。
After field investigation on the current status of public sports services in the social vulnerable groups in Guilin, the analysis shows that the sports needs of the disadvantaged groups in the underdeveloped areas are relatively poor; the members of the sports associations and the sports instructors lack of sports promotion and guidance to the disadvantaged groups; the local sports The sports awareness of members and sports instructors is only limited to creating an exchange platform for people who have common interest in sports. In terms of the investment and use of sports funds, the utilization of sports facilities, and the clients of public sports service-related staff, the awareness of underdevelopment The disadvantaged groups in the local community are basically excluded; the development of public sports information services in the less developed regions is quite backward; from the aspect of the guidance documents of the government sports activities, the problem of non-equalization of public sports services is prominent; the feedback and assessment of the sports supervision in the underdeveloped areas System almost does not exist. Based on this, the author proposes that public sports services for vulnerable groups should be protected in related policies, regulations and planning documents; to strengthen NGOs (associations) ’s concerns about the development of public sports services for vulnerable groups in society; to establish social vulnerable groups in underdeveloped areas The main body involved in the supervision and feedback organizations; strengthen underdeveloped areas of sports departments and community organizations contact.
