毋庸讳言,当前我国的学前教育在整个教育发展中处于相对弱势地位。所以,胡锦涛总书记在党的“十七大”报告中明确提出要“重视学前教育”。从科学发展观的高度来认识,“重视”既是一种政治主张,更是一种制度建设。2008年12月23日,浙江省人民政府在杭州市召开了全省学前教育工作会议。会上,部分市和县(市、区)作了先进经验交流。本刊选发杭州市和绍兴市两个交流材料(其中杭州市的材料已被国家教育部2009年第2期《教育部简报》选编)。我们认为,这正是一种制度建设(包括制度设计和制度落地)的实践典范。相信这两个材料对全国各地教育行政部门有借鉴意义。
Needless to say, preschool education in our country is in a relatively disadvantaged position in the entire development of education. Therefore, General Secretary Hu Jintao made it clear in the “17th National Congress of the Party” report that he wants to “emphasize pre-school education.” From the perspective of the scientific concept of development to understand, “emphasis ” is not only a political idea, but also a system of construction. On December 23, 2008, Zhejiang Provincial People’s Government held a meeting on pre-school education in Hangzhou. At the meeting, some cities and counties (cities, districts) made advanced experience exchange. Selected publications in Hangzhou and Shaoxing City, two exchange materials (including materials in Hangzhou City, the Ministry of Education has been the second issue of 2009, “Ministry of Education Bulletin,” Selected). In our opinion, this is exactly a model of practice for institution-building (including system design and system implementation). I believe these two materials have reference significance to the educational administrations all over the country.
