从1986年全国人大着手起草开始,“监督法”的出台经过了20年的历程,可以说,它承载了人大代表和社会各界太多的期望。“监督法”的颁布和实施,对于各级人大常委会依法行使监督职权,健全监督机制,加强和改进监督工作,增强监督实效,推动我国的民主法治建设具有重大的现实意义和深远的历史意义。明年元旦起,“监督法”正式实施,为了让广大读者深刻理解该法,“大讲堂”特请有关专家对此作个专业的诠释。
