日本是化石能源极为贫乏的国家,2011年福岛核事故后更对核聚变的应用前景寄予厚望。日本一直积极参与ITER项目的筹备和建设,依靠其国内机构JADA的高效运作,正有条不紊地推进ITER采购包的制造工作。JADA管理机制包括组织实施机制、专家参与讨论机制及相互协作机制,其灵活性让更多的日本科研人员广泛参与ITER项目;JADA执行ITER采购包任务的管理模式,大致可分为成本管理、质量管理、进度管理和风险管理。期望JADA的管理模式及经验对我国相关部门有所借鉴。
Japan is an extremely poor source of fossil fuels. After the Fukushima nuclear accident in 2011, Japan even placed great hopes on the application prospects of nuclear fusion. Japan has been actively involved in the preparation and construction of the ITER project. With the efficient operation of JADA, its domestic agency, Japan is making systematic efforts to promote the manufacturing of the ITER procurement package. JADA management mechanism includes organization and implementation mechanism, experts participate in the discussion mechanism and mutual cooperation mechanism, and its flexibility allows more Japanese researchers to participate in the ITER project extensively. JADA implements the ITER procurement package management mode, which can be divided into cost management, quality Management, Progress Management and Risk Management. Expect JADA’s management model and experience to draw lessons from our relevant departments.
