二、现行管理制度的运行障碍:管理行为主体的利益取向和摩擦 2.1农村改革的成果在生产力方面表现为改善了生产要素的组合方式,实现了资源较合理配置;在生产关系方面表现为物质利益在不同地区(城市和乡村)、不同集团(市民和农民)、不同阶层(农民干部和农民群众)之间重新分配。确立任何一种管理体制都是为了确立某一特定的资源分配和利益分配秩序。规划设计农村组织管理体制改革,应先弄清在现行管理体制下,管理行为各方当事人的利益取向,他们的要求,他们的行为,他们的摩擦冲突和协调方式。
II. Barriers to Operation of the Current Management System: The Interest Orientation and Friction of the Main Body of Management 2.1 The achievements of rural reform are manifested in terms of productivity in terms of improving the combination of factors of production, realizing a more rational allocation of resources, and showing material benefits in terms of production relations Redistribution among different regions (cities and villages), different groups (citizens and peasants), different classes (peasant cadres and peasant masses). The establishment of any kind of management system is to establish a particular order of resource allocation and distribution of benefits. Planning and design of rural organization and management system reform, we should first find out under the current management system, the interests of all parties involved in management orientation, their requirements, their behavior, their friction conflicts and coordination.
