美国的一位博士Dale.W.Lorgenson 曾在其研究报告中指出,近几十年来,美国经济能飞速发展的关键是:人力资本的获益。日本成功的秘诀是:成功地教育了人民;充分利用了人力资源释放出的超常潜能。为了适应我国21世纪经济建设中的人才需求,国家教委对我国人力资源及人才素质的提高十分关注,提出了教育要“从应试向素质”转轨。上海于1995年全面推行了中小学教材改革,旨在提高人的素质。
A US Dr. Dale W. Lorgenson once pointed out in his research report that the key to the rapid development of the U.S. economy in recent decades has been the benefits of human capital. The secrets of Japan’s success are: Successfully educating the people; Making full use of the extraordinary potential of human resources. In order to meet the needs of talents in China’s economic construction in the 21st century, the State Education Commission pays close attention to the improvement of human resources and the quality of talents in China. It is proposed that education must be “switched from test to quality”. In 1995, Shanghai implemented a comprehensive reform of teaching materials in primary and secondary schools to improve people’s quality.
