现今所说的难病对策是在确认了亚急性脊髓视神经病(SMON)这一新型疾病(参照该专题)之后开始的。除SMON 之外,还有一些原因不明的病,或对原因有一定了解而无合适疗法使人解除痛苦的病,还有的疾病进程缓慢,给病人日常生活带来不便。就这些问题,患者及其家属强烈地向社会呼吁希望得到重视。1969年6月在自民党《国民医疗对策大纲》中提到,对需要采取公共和社会性措施的疾病,要断然实行公费。1971年4月在厚生省内设立了难病对策特别小组,同年5月无党派议
The difficult-to-disease strategy that we are talking about today started after confirming the new type of subacute spinal cord optic neuropathy (SMON) (see this topic). In addition to SMON, there are some unexplained diseases, or diseases that have a certain understanding of the causes and no suitable therapy to relieve the pain, and some diseases have a slow process, causing inconvenience to the daily life of the patient. On these issues, patients and their families strongly appeal to the community for attention. In June 1969, the Liberal Democratic Party stated in its “Country Program for National Health Care Countermeasures” that public expenditure must be applied to diseases requiring public and social measures. In April 1971, a special group for difficult diseases was established in the Ministry of Health and Welfare. In the same year, there was no party discussion in May.
